Before joining Telecom Egypt, he served as Chief Technology & Information Officer at Beyond One Oman from October 2024, leading technology operations across telecom and mobile financial services. He oversaw the launch of Friendi Pay, a licensed payment service provider under the Central Bank of Oman and directed key initiatives including the migration of Friendi Mobile subscribers between different host operators and significant efficiency gains through cloud migration and process automation and efficiency using Artificial Intelligence capability.

From 2021 to 2024, El-Fouly served as Chief Technology & Information Officer at Virgin Mobile Kuwait, where he led the launch of online digital MVNO with two brands targeting different segments, and delivered a Cloud‑Native technology ecosystem enabling seamless digital customer journeys and stronger operational collaboration with STC.

Earlier, at Ooredoo Kuwait, he advanced to Senior Director of Information & Communication Technology, leading major transformation programs such as the introduction of Kuwait's first app‑based telecom product and the deployment of 5G Core infrastructure. He also held senior roles with Orascom Telecom (Djezzy/ VEON) in Algeria and Vodafone Egypt, overseeing large‑scale network, IT, and digital modernization projects across multiple markets.

El-Fouly holds a Master's in International Business Administration from ESLSCA University (Egypt/France) and a Bachelor's degree in Computer and Systems Engineering from Ain Shams University, Egypt.
