Representing the government
Osman was appointed Chairman of the Board of Directors of Telecom Egypt in March 2016, representing the government.
Osman is the Executive Manager of the Egyptian Center for Public Opinion Research “Baseera", and a professor of statistics at the Faculty of Economics and Political Science, Cairo University. Osman served as the Minister of Communications and Information Technology (MCIT) in the caretaker government which was formed after the 25th January revolution in 2011. He has also served as Executive Director of Information and Decision Support Centre (IDSC), an affiliate of the Egyptian Cabinet, from 2005 to 2011. Osman was the Executive Manager of the Demographic Center in Cairo in 2004. Currently, he is the editor and lead author of the 2016 Human Development Report for social justice issues.
Osman is a member of the National Council for Women and the Vice President of the Union of Arab Statisticians. He is the Chief founder of the Arab Network of Public Opinion Polling Stations and Coordinator for the Egyptian Initiative for Right to Information. He is a member of the Institut d’Égypte, and member of the Board of Trustees of the faculty of International Affairs and Public Policy at the American University in Cairo. He is Board Chairman of Trustees of the "Call" initiative for the development of Upper Egypt.
Osman supervised the implementation of a large number of opinion polls and surveys, including global survey of values in Egypt and the Corruption Perceptions Survey in Egypt. He made his first public opinion polls to assess the Presidential performance and first-time post voting surveys. His research interests include measuring human development, governance and demographic studies, the role of think-tanks and future studies. He participated in the preparation of Egypt's vision for sustainable development to year 2030 “Egypt Vision 2030” and held the responsibility to develop the demographic strategy. Osman obtained his Master and Doctoral degrees from Case University in USA.

Chief Executive Officer

Ahmed El Beheiry was appointed as Managing Director and Chief Executive Officer of Telecom Egypt on 28 March 2017. He joined Telecom Egypt’s board as non-executive member representing the government a year earlier.
El Beheiry started his career as a design engineer for mobile networks in Alcatel Egypt and contributed in to the construction of the infrastructure of Egypt’s first mobile network from 1995 to 1998. In 1998, he joined Mobinil (currently Orange Egypt) assuming various positions, the last of which becoming the Networks & Roaming Director.
In 2007, he started his own business by founding Telecomax Group for Investment and Development, a group of companies operating in telecommunications and information technology services in Egypt, Africa and the Middle East, where he was the Group’s board chairman until March 2016.
In 2014, El Beheiry co-established "IDEA"; Investment for Development in Emerging Africa, a Company focusing on infrastructure, power and water projects development in Africa. He served as the company’s Managing Director until December 2015.
El Beheiry has a number of researches contributing in the field of Mobile Communications Engineering that was published in the Telecom World Conference in California in 1997 and in the International Institute for Communications and Information Technology (IEEE) Magazine in May 2001
El Beheiry holds a Bachelor of Science in Telecommunications Engineering with an honors degree from the University of Alexandria (1994), a Master's degree in Mobile Communications Engineering (1997) and a Master of Business Administration from the Arab Academy for Science and Technology in collaboration with the French University of Rennes (2002).


Army General Ismail, has been appointed to the Board of Telecom Egypt in March 2016, representing the government. He is the chief of staff of the Egyptian Signal Corps in the Egyptian Armed Forces.


Dr. Hussein Amin was appointed member of Telecom Egypt’s Board of Directors in March 2016, representing the government.
Dr. Hussein Amin is a Professor of Journalism and Mass Communication and Director of the Kamal Adham Center for Television and Digital Journalism at the School of Global Affairs and Public Policy, the American University in Cairo. He is an Honorary Alumni of the Annenberg School of Communication, University of Pennsylvania, and an Honorary Alumni of the School of Mass Communication and Media Arts, Southern Illinois University at Carbondale. He received his Ph.D. in Broadcast Communication from the Ohio State University in 1986.
Dr. Hussein Amin has been invited as a Keynote speaker to international conferences and forums including the Global Fusion, Article 19, the European Union, UNESCO, and the European Parliament, and chaired the 2006 International Association for Media and Communication Research (IAMCR) conference. He is the editor in chief of the Journal of Arab Media and Society and former editor of the Global Media Journal. He is a well-known international scholar in the field of media and informatics and serves as a member of the board of advisors of prestigious international academic journals that include Journalism and Mass Communication Quarterly, Journal of International Communication, the Journal of Middle East Media, Journalism Practice and the Journal of African Media Studies. He works for many national and international boards including the Information Technology Institute, the Global Informatics Forum, the World Congress for Middle East Studies, and the HH Salem Al Ali AlSabah Informatics Award. His Research focuses on Media, Telecommunication, and Information Technology with a specific reference to the Middle East


Barakat was appointed member of Telecom Egypt's Board of Directors in March 2017, representing the government.
Barakat is currently Deputy Chairman & Managing Director of Arab International Bank since October 2014.
Barakat is over 37 years of professional banking experience. He has a strong record of achievement in Senior Managerial Positions. General Manager of Egyptian American Bank, Vice Chairman & Managing Director of Egyptian Gulf Bank, Chairman and CEO of Banque Misr from December 2002 till September 2014, Chairman and General Manager of Banque Misr Liban from May 2003 till April 2015, Chairman of Supervisory Board of Misr Bank Europe – Frankfort from December 2003 till June 2007, Chairman Banque du Caire from September 2005 till September 2011.
Barakat was a Board member of Central Bank of Egypt December 2003-November 2011 during which was appointed as a member of the Banking Reform Committee and the Audit Committee, Board member of the Egyptian Banking Institute January 2003 till January 2016, Board member and elected Vice Chairman Cairo Amman Bank from 2005 till 2014, Board member of the Anti-money Laundry unit 2008 – 2014, Chairman of the Federation of Egyptian Banks from April 2005 till March 2011, Vice Chairman of the Union of Arab Banks from 2007 till 2013 , Chairman of the Union of Arab Banks from 2013 till April 2016, Advisory Board Member of Master Card International (Middle East & Africa) from March 2011 till date, Board member of Visa International (CEMEA Regional Board) from 2003 till 2008, Advisory Board Member of Visa - Middle East & Africa ( CEMEA Advisory Forum ) from 2008 till December 2010.
Barakat holds a Bachelor degree in Accounting from Alexandria University in 1974 and an MBA degree from University of San Francisco – USA in 1977

Shamroukh was appointed to Chief Financial Officer in July 2013 and to Telecom Egypt’s Board of Directors since March 2016.
Shamroukh has been with Telecom Egypt since 2002 holding various senior management positions. He has a well-rounded experience in Telecom Egypt having worked in various departments spanning operations, technical planning, corporate strategy and lastly finance.
He started his career with Telecom Egypt as a networks engineer becoming the General Manager of Operations in 2007. As a Director of Corporate Strategy from 2009 to 2013, Shamroukh institutionalized corporate strategy in the firm building the company’s first long-term strategy and business plan assessing Telecom Egypt’s position in regards to the mobile license.
Shamroukh represents Telecom Egypt in several boards including Vodafone Egypt, TE Data and Xceed.
Shamroukh holds a Bachelor of Science in Electronics and Electrical Communication from Cairo University and an Executive Master of Business Administration from IESE Business School.


Mansour was appointed member of Telecom Egypt’s Board of Directors in March 2017, representing the government.
Mansour is the Chief Information Officer of the American Chamber of Commerce in Egypt. He served as board member of Xceed from March 2016 to March 2017.
Mansour is a 30 year veteran in the IT and Telecom industry with solid experience in strategic planning, technology integration, business development and project management.
Mansour was involved in the implementation and management of several local and international information systems projects in different business areas in Egypt and France.
He successfully managed the transformation of AmCham Egypt to a technology enabled e-Chamber and the development of many online services for the business community in Egypt.
Mansour holds a Bachelor of Science in Electronics and Communication Engineering from Cairo University in 1986.


El Nasr has been appointed member of Telecom Egypt’s Board of Directors in March 2016, as an independent Board Member.
El Nasr is the chairman of the Arab Investment Bank since 2011, He has been offering many years of experience in the banking, financial, social and developmental domains.
He took over the presidency of important financial and banking institutions, of which are: Chairman of Misr Arab African Bank, CEO of the Arab Bank Corporation (ABC-Egypt), Managing Director of the Social Fund for development (SFD), as well as former Board of Director's member in Bank Misr, National Bank of Egypt (NBE) and the Commercial International Bank (CIB), and previously served as President of the Arab Union for small enterprises and President of Union of Arab Investors.


Abou Ali was appointed member of Telecom Egypt’s Board of Directors, as an independent Board Member.
Abou Ali combines Egyptian and US legal education and practice, with experience in banking, commercial and corporate in both markets. In the US, he was involved in several corporate financing, leveraged buy-outs and corporate restructuring as an attorney with the Chicago law firm of Sidley & Austin.
Abou Ali served as attorney of the Supreme Court of Egypt. He is also a partner in Hassouna & Abou Ali for legal consulting. He has special experience in corporate, commercial and financial law.
He acts regularly as a legal advisor to the boards of several local subsidiaries of multinational companies and Egyptian joint stock companies.
Abou Ali holds an International Law degree from Notre Dame Law School (London School of Economics - LSE), in 1979. Also holds a L.L.M (Master of Laws) degree from Harvard University, in 1985.


El Ganainy has been appointed member of Telecom Egypt’s Board of Directors in June 2017, as an independent Board Member.
El Ganainy is the Chief Executive Officer, Institutional Banking, Commercial International Bank (Egypt). He joined CIB in 2004 as a General Manager, Financial Institutions Group. He was also the President of Global Customer Relations since 2010.
El Ganainy is also the Chairman of Falcon Group, Chairman of CI Asset Management Co., and a Board Member in several companies such as; CI Capital Holding Co., TE Data, Misr for Central Clearing, Depositary and Registry Co., Egyptian Holding Co. for Airports and Air Navigation, and the Honorary Chairman of both Interarab Cambist Association (ICA) and Egyptian Dealers Association (ACI Egypt).
Additionally, El Ganainy was the Chairman of Commercial International Brokerage Co., Executive Board Member of ACI International (The Financial Market Association), Board Member of Royal & Sun Alliance Insurance Co. and the Chairman of Capital Securities Brokerage Co.
El Ganainy worked as General Manager, Treasurer and Head of Correspondent Banking of the United Bank of Egypt, Chief Dealer of Export Development Bank and started his career as a Dealer at Suez Canal Bank.
El Ganainy graduated from the Faculty of Commerce, Cairo University in 1985.


Attia-Allah was appointed member of Telecom Egypt’s Board of Directors in June 2014, representing the company’s Employee Union.
He is appointed as the company’s Manpower Planning Manager for Technical Affairs.
Attia-Allah is a board member in the Loyalty and Membership Fund, as well as a board member of Telecom Egypt’s Sports Club.
Attia-Allah holds a Bachelor degree from the High Institute for Studies, in 1990. He also obtained a diploma in Business Administration, in 2006.
